SPECIMEN DRAFT INTELLIGENCE REPORT ON JUDICIAL CORRUPTION IN SOUTH AFRICA

THE MLAMBO JP CASE: In February 2024, a couple of months after after this document hit the media in November 2023, the Judicial Service Commission's Judicial Conduct Committee Appeal Committee upheld Brink's appeal against the dismissal of his eight complaints against Mlambo JP (now DCJ) and recommended that he be tried before a Judicial Conduct Tribunal on the four most serious complaints, all charging and proving crimes. In May 2024 the JSC rejected this decision at a conference whose proceedings then-chairman Zondo CJ himself insistently condemned as unfair, unlawful, and exposed to judicial review, but he got outvoted. THE WAGLAY JP CASE: The JCC's undated decision to reject Brink's documented judicial corruption complaint againt Waglay JP (now ret.) later turned up in the JSC case file in February 2025, and in December 2025 the JCC Appeal Committee upheld Brink's appeal against this. See all case documents.

On 27 November, after receiving a copy of the report from a third party unknown to Brink, Hon General Bantu Holomisa MP, President of the United Democratic Movement, wrote to to the chairman of the Parliamentary Joint Standing Committee on Intelligence to demand an enquiry into the matter. (He missed that the report is a 'specimen draft' that Brink had prepared for the DG of the SSA, as indicated in the footers on the first and last pages.)
